To utilize a wafer, make a ranged weapon attack (with proficiency) on the target creature. On a hit, the wafer adheres to the creature's forehead for 1 minute, after which it drops off. For the duration, the creature suffers these effects:<ol> <li data-xf-list-type="ol">WIS and CHA each decreased by 2.</li> <li data-xf-list-type="ol">WIS and CHA saves against the creature's spells and abilities made with advantage.</li> <li data-xf-list-type="ol">The creature must make a DC 15 CHA check for an order or suggestion to an ally to be effective.</li> </ol>After a dot has been successfully used, it cannot be used again until is has been in the possession of a creature for a month during which time the creature insults at least one other creature per day (to their face).  The insulted creature must be one who will take the insult seriously.  A creature may only be recharging one dot at a time in this way.Next item:</blockquote>
