Seems like free action means what it says.
If you can mark during a charge, it seems you should be able to mark right before the end of a charge.

Not sure that quite covers the 'So a barbarian does a close burst 1 and drops or crits the second of four targets, triggering a swift charge or rampaging charge, which then triggers the other... what the heck happens?'
For the moment I've just been assuming that you do finish the close burst 1 since it's all simultaneous, then can charge twice, cause that seemed to be the intention. Being able to mark at the midpoint of a charge is still quite a bit different from 'so I charge and get a crit which gives me a charge which kills someone which gives me a charge'. And the 'so I crit which kills someone, triggering both rampage and swift charge on the same attack' is interesting too.
