Ah, yet another "Old School"/"New School" divide. Good Luck, WotC.
Is Magic Item placement the Purview of the DM or Player? That's really what it comes down to, no?
In my games, its the former. I'll make sure your Fighter gets that Kick-A#@ Magic Sword he's drooling for. And even work with you on some specifics, if you wish. But you're not going to take a rulebook and go on a shopping spree.
Besides, I use very few "standard" items, in any given campaign. Most I create myself, and they tie into the history and mythology of the milieu. Don't New School DM's still do this?
