Question regarding +1 choice

That guy, who does that thing.
In the current (6.0) Adventurer's League Player's Guide, players are allowed to choose a '+1' source for their character options, and the three current options (EEPG, SCAG, VOLO) are listed. Clearly, based on the wording of this section, a player is not required to choose an option.

It also seems obvious that, if a character is still in Tier 1, that the choice of '+1' can be changed as part of the allowed character rebuild at first tier -- this is necessary, for example, if a player wants to rebuild a Storm Sorcerer to a Bladesinger.

It finally seems obvious that, if a player has chosen a '+1' for a character, that the choice of '+1' cannot be changed outside of a tier 1 rebuild (or conceivably as part of an otherwise explicitly allowed rebuild, such as the rebuild that was allowed in the season when the EEPG was made AL-legal).

For a character whose options all come from the Player's Handbook, and thus could be said to not have chosen a '+1', has that character effectively made a choice of '+1' or not? Could such a character choose a '+1' that becomes AL-legal later, even if that character is no longer Tier 1, or is the 'no +1' option considered a choice that is binding on the character for the remainder of its life in AL? Could the same be said for a character whose non-PH options all come from adventuring, Fai Chen's, or similar sources that don't require the player to have chosen that source as a '+1' for that character, or does, say, the purchase of an EEPG scroll from Fai Chen effectively 'lock in' the EEPG as that character's +1, if the player has not already chosen one?

My guesses:

- A character that does not have an explicitly designated '+1' rules source has effectively chosen not to have a '+1', since the ALPG does not require it ("[Y]ou may also choose to use one other resource from those listed below to build your character. If you do so, please indicate your chosen additional resource on the first 'Notes' entry of your character's logsheet." (ALPG, pp.2-3, underlined emphasis mine, bold emphasis in original)
- A character that has not been assigned an additional rules source outside the PH and is 5th level or higher may not select an additional rules source unless allowed to perform a rebuild, and only as part of that rebuild.
- Taking treasures or other rules options from a source that would be allowed outside a character's '+1' rules source is legal regardless of whether the character has a defined '+1' rules source or not; such a choice does not cause that character to assume the rules source of the treasure or other rules option's rules source. (In other words, buying an EEPG scroll from Fai Chen's does not cause a character with an unassigned '+1' rules source to now select character options from the EEPG when leveling up.)

A character with only PHB options can choose the +1 option at any time and it would only need to be chosen when character development options are chosen from another resource.

Since the whole Season concept was dropped and it was changed to a simple +1, my personal ruling at my table would be that any character built using only core rules would still be locked into the +1 choices available upon reaching level 5 and no longer being able to rebuild. In other words, if a character hits level 5 on May 1st, for example, when that player does decide to use a +1, whether the day after that or six months later, it could be taken only from the sources that were available on the date the character reached level 5.

Obviously.

You don't choose until you actually choose.

The choice of source is itself not a data point - it's inferred from your choice of actual game feature.

It is not necessary to choose the +1 prior to using an option from a book other than the PHB and that is true whether that happens at 1st level or 20th level. There is no need to lock into a +1 until that time.

The FAQ specifically states you are under no obligation to choose +1 source material until you actually pickup features/classes/spells from that other source materials.

Effectively, you don't have to pick until you need it. Also I believe it stats your background for your character is outside the limitation of +1.

The problem with this argument is that the ALPG tells you to note your choice of +1 on your character log. It does not simply note that, if you've taken a character option from a non-PH source, then you are 'locked into' that source -- it explicitly tells you to select your rules source before (or at the same time, for those taking, say, Volo's monster races) you take a rules option.

Since I'm not the only one who found this non-obvious, I can't say I'm persuaded by this argument.

Actually, the FAQ doesn't say this at all:

FAQ v3.0 said:
The Player’s Handbook (PHB) is the main rules resource available for players. In addition to this, players may choose one allowed resource for their character (the “+1”). When creating, or advancing your character, your race, class, and feat options are limited to those provided in your allowed rules. For more information on this, see the Adventurers League Players Guide. (emphasis mine)

The FAQ defers discussion on how to choose your +1 to the ALPG, as noted in the original post in this thread, and explicitly says that all options when creating or advancing your character must come from your allowed rules. In other words, you must choose your allowed rules source before (or for a character being created, at the same time) you take a rules option from that source.
