Short answer, yes; "A creature can voluntarily lower its spell resistance". DMG (p. 298)
Also, spell resistance seems to only "activate" if you are being attacked e.g. wizard A sends a fireball at you. If Wizard B however wanted to cast Bull's Strength on you, spell resistance does nothing.
As I understand it the range the spell can be cast doesn't change, only your target. You are in essence making a touch attack on yourself, which you allow to happen.
One time the party I was in fought a bunch of githyanki. We were fairly high level so we managed to defeat them with some effort. Now, as was expected, after combat ended the looting began. We took the standard items like gold, provisions and what not, but then the ranger in the party decides...
Actually Item Familiar might be just what I was looking for. I found the rules on inheriting an item familiar and it would help fit bob into the characters history. I just have to tweak a few things and it should all be on the level.

I was making a wizard recently and decided I wanted a different familiar than the ones listed in the PHB and DMG. I wanted Bob the Skull. (From the Dresden file books, not the show) However I am not sure how to make him in the framework of D&D 3.5.
