D&D 5E Barbarian Feat

So a PC wants to have a barbarian be able to cast Shillelagh and use reckless attack and rage with it. If a Barbarian had to get a feat to allow him to use Wisdom for the attack, and still get ahold of Shillelagh would that make it balanced?

Magic Initiate: Druid will do this nicely. Shillelagh isn't a Concentration spell, so Rage & Reckless Attack work just fine.

Rage damage will not normally work with the "use wisdom for the attack roll" portion of Shillelagh. It specifies strength attacks. However, if a human variant wanted to have a feat to do this, I'd have it:

a.) Give them Shillelagh.
b.) Allow them to cast it during a rage.
c.) Allow it to work full with rage (so that when making an attack with wisdom, you get to benefit from rage).
d.) And give them a first level spell they could cast when in a rage as well.

If he has a good WIS, picking up a level of Cleric (Nature Domain) would also work.

But, if he is dead-set on a feat for it, then yeah Magic Initiate works well.

However, he wouldn't normally get to add his rage damage bonus with this combination, since that bonus is only applied to melee weapon attacks using Strength. So, if he is still using Strength (and not Wisdom), he would get to add the rage damage bonus; otherwise, he wouldn't. Either way, the attack would become magical and he'd use the d8 for weapon damage, so still a useful cantrip for him.
 

The spell only says that you can use Wis instead of Str; it doesn't say that you must. Seems to be the same as with finesse weapons — you can use Dex instead of Str, but nothing prevents you from still using Str.

As such, there doesn't seem to be anything preventing him from using it as-is. The only minor issue is that it's a bonus action, so could conflict with activating Rage.

Actually, the spell allows you to use your spellcasting stat but does not mandate that you actually do. PHB p.275 'For the duration, you can use your spellcasting ability...'
