Can a gnome use a quarterstaff in 3.0?

I'm making a replacement character for a 3.0 game and I'm thinking of making a gnome. Can a gnome use a quarterstaff in 3.0? If so, how (double weapon, two handed weapon, etc), and are there any penalties?

Simple answer - no.

More complicated answer - if you can convince your DM to create a 'halfling quarterstaff' (Medium simple weapon, double weapon, 1d4/1d4 B, 20/x2), then yes. (This would be identical to a 3.5 'Small quarterstaff'. Whether or not it gets called an eighthstaff is optional.)

No. Consider the "Wizard Starting Package" on 3.0 PHB p. 54-55. Elven and human (et. al.) wizards are given a quarterstaff as standard weaponry. For gnomes and halflings it is written:

Weapons: Club (1d6, crit x2, 10 ft., 3 lb., Bludgeoning) instead of quarterstaff.

And this is a two-handed weapon for those gnomes and halflings. No other penalties.
