Why we have just been talking about this over in general. I like to think of it as "4.25"
D&D E is line of paralel products, not just the starter box, that you don't need to buy (but of course you never do...) and that the users of don't need the PHB, MM, or DMG for.
These will include the Rules Cyclopedia and Monster Vault that will incorporate errata, so you may really want to buy them, but again, don't have to.
From a "changes to the rules" point of view, that has already happended, and continues to happen. Right now we are certainly not at 4.0, but not as far (using 3.5) as 4.5. However, if any of the new class builds dominate those in the books, we might be close.
So, Essentials is a new a package for 4E with newer rules that may have some superior class options. Thats all.
