Of course not! Warlords shout arms back on, they don't shout whole new limbs out of nowhere. That would be totally unrealistic. :p

I've always wondered, how many hit points is an arm, anyhow?

(Still secretly holding out to play a 4e (or 4e-style) Warlord, some day.)
If only it were possible to chop off an arm in D&D without a Sword of Sharpness.

I recently saw a GM quoting a player who said they should protect themselves from disintegration by each chopping off a finger that they can take to a cleric for resurrection.
Back in AD&D 2nd it was "standard procedure" for all of the adventures for us to leave hair cuttings at our headquarters in case we were disintegrated or the like.

Looks like compost in that bin to me. Fish head and all. But now that you bring it up, you wouldn't want that cursed flesh to wind up getting absorbed into your next harvest; everything eating the grain will wind up cursed! And then what do you have—Warcraft III, that's what you have.
