1d5+1 is "1d6 reroll 1s" So 3d5+3 would the same as "3d6 reroll 1s". Thus, 4d5.HIGH(3) + 3 is the same as "4d6(keep highest 3) reroll 1s". I went into painful detail about this in an earlier post. The value of 4d5.HIGH(3)+3 is CoyoteCode can roll it without having spare rerolls.

Is it sad that I feel pigeon holed into adding caster into my gestalt somewhere because of how broken they get at high levels... too bad i really just want to swing a weapon and that's probably what i'm going to do.
