We already know she's human. What class would she be? What would be her background? What would be her ability scores (standard array or 27-point buy)? Which skill proficiencies would she choose?

And how would you model proficiency with brooms and baseball bats?

If this is the case, I would recommend using Modern d20 for her write up.

I believe someone already made a conversion of D&D 5e into a Modern d20 5e.

Never seen the show, but I looked up some YouTube clips of her to get an idea. Your bard/criminal build sounds right.

Skills: Persuasion, performance, intimidation

Definitely think she also needs the Tavern Brawler feat so she's proficient in fighting with whatever she happens to pick up.

It was pretty easy to do even without the option of the variant human or feats. This is what I have:

Race: Human
Class: Bard
Background: Criminal
Alignment: Lawful neutral
Personality traits: 1) Don't let my hood rat demeanor fool you; I'm a smart, savvy businesswoman. 2) I can be hard and prickly on the outside, but I have a soft spot for lil' kids and babies.
Ideal: I live by the code of the streets, even when it costs me.
Bond: I do everything for my family (even Lucious stank behind), good and bad.
Flaw: I can be a human tornado when you piss me off.
Ability scores (27-point buy): Strength 11 (+0), Dexterity 14 (+2), Constitution 12 (+1), Intelligence 12 (+1), Wisdom 14 (+2), Charisma 16 (+3)
Proficiency bonus: +2
Armor: light armor
Weapons: simple weapons, hand crossbows, longswords, rapiers, shortswords
Saving throws: Dexterity, Charisma
Skills: Deception, Insight, Intimidate, Performance, Stealth
Tools: piano, guitar, drum
Languages: Common, Elvish
Features and traits: Spellcasting, Bardic Inspiration, Criminal Contact
Cantrips: friends, vicious mockery
Spells known: charm person, cure wounds, dissonant whispers, healing word
