True, but every class has access to all of the fighter feats with the exception of 2-3 and those are not accessible until you have 4 levels in fighter (or 6 in Warblade or, ummm, 5 in psi-warrior. I think)

I actually like the way initiator levels work. In fact, I think a similar system should be used in the core rules for magic casters. Seriously, if I am a 15th Wizard, I should have a pretty good understanding of how magic works. So if I take a level of Sorcerer, I should be able to take higher level spells than just level 0 and level 1 spells.

Likewise, the balancing of abilities per encounter rather than per day is also something that should be in the core rules for all spellcasters or any class with X per day abilities, IMO.
