Leveling increases abilities?

I've not found any mention that leveling lets you increase your stats (STR, CON, DEX etc.), only add new feats, skills and HP's. Does it? And if yes, where is it written?

As above, but I'll summarize--

Levels 4, 8, 14, 18, 24, and 28 allow you to add +1 to any two attributes of your choice.
Levels 11 and 21, being the entry levels to a new tier of power, add +1 to -all- your attributes.
