As everybody expained, mathematicaly it doesn't seem umbalanced. But rememeber it is a twohanded weapon, be prepared for the Barb 9 (Str 30 raging 3.5 bull's strength) wielding this baby. If he get's his hands on a keen version of this he'l be critting on a 12+ (45% of the time with his probable attack bonus) without considering extra magic enhancements (+1 necesarry for keen only) when he hits he's going to do about:
without a crit: 2d6+16=23
with a crit: 4d6+32=46

which doesn't seem scary until you take into account the high incidence of crits he'll have (30+ per hit)

this doesn't ttake into account extra dmaage bonuses by the way. He'll be cleaving more than mooks with this baby. If this doesn't scare you (I'm alright with it, just rememeber anything he can use you can use :D ) This doesn't take into account power lunge, power attack (3.5 version), weapons spec, etc.. luck bonuses, etc..... all of which are multiplied with a crit.
