i think the way 3rd edition seperated natural attack patterns from manufactured attack patterns is what is borked. Like how a minotaur gets to get Str+1/2 on its two handed axe followed by a horn attack [1/2str bonus] and people begruge the same thing for someone with two weapon fighting wanting to do aproximate thing with an greataxe and armour spike.

It easy to understand, not RAW, but makes enough sence. It was supposed to mimic how critters with claw claw bite have penalties to seconday attacks. It makes things a little too dangerous to let Bigger critters do a CCB [claw, claw, bite] routine with its grapple bonus rather than attack bonus, but being in a grapple should not hinder something with claws and fangs as much as the -4 for light weapons in grapple does.
