Ok, to start with it is not clear what game he is talking about here. Gygax ran D&D but from his POV when he wrote the rulebooks for AD&D, DD was is a different game.
He was playing AD&D and DMing AD&D, regardless of your claim that the creator of the game wasn't playing his own game. The point is that what he wrote in the book can't negate other things that he wrote in the book.

In fact, it was 1e RAW that the DM could change things as he needed and the DM was the only arbiter of that need. Not the books. Not the players. Not TSR. Only the DM. No other quote can undo that power granted by the rules.

Gygax was a bit schizophrenic in what he wrote. He contradicted himself a lot, but contradictions written in RAW can't overcome RAW. If you have two opposing bits of writing, one of which gives the DM sole power as arbiter and decider of need, no contradictory quote can negate that.
No. When he was doing those things he was not playing AD&D 1e as he wrote that it should be played. He was still playing D&D, just not the version he exclusively wrote in the manner he wrote that it should be played. He was either playing D&D or some hombrew game.
If you have to resort to saying that Gygax didn't play AD&D 1e when he ran AD&D 1e because he house ruled it like literally every other group did, you've entered territory where you should reexamine your position, because you are wrong. Your argument results in no groups playing AD&D 1e, because we all changed or ignored rules we didn't like or thought could be better.
