AKA Thanatos from NKL/NTL days.
Mutations in TMNT&OS are handled through a system of points called BIO-E. You spend them to have animal traits or humanoid traits: Human Looks, Hands, Bipedalism, and Speech. BIO-E not spent on humanoid traits can be spent on whatever special abilities the animal might have, such as flight for a bird or bat. Most players followed the pattern set by the turtles in having full bipedalism, hands, and speech, but having an animal head and an animal power or two.

I played the turtles game and other Palladium stuff as a kid because I grew up during the height of the satanic panic crap, and as far as the s.baptists knew, D&D was the only roleplaying game in existence.
Coincidentally, I was just thinking about that game and one of its authors earlier today. It’s been about 15 and a half years since we lost Erick Wujcik. When I was a kid, I wrote to him with some game ideas and he wrote back with a nice reply.

Edit: Having learned some disturbing things about Palladium's leadership, I won't be supporting the Kickstarter.
