It's a supernatural ability of the Choker. It duplicates the effect of 3.0 haste, and was not changed for 3.5. The 9th-level spell shapechange lets a caster take the form of a choker and gain that supernatural ability.

Sick, sick, sick. Thanks. :)

Yes. See Spell Slots, pages 178 (for arcane) and 180 (for divine) of the Revised PH.

And you only have to wait until 18th level and take "Shapechange" as your first 9th level spell.

No problem. :)

If all you want is a Magic Missile barrage, you're much better off turning into a Spellweaver (MM2). They can cast 6 1st level spells at once as an extraordinary ability.

The flaw with magic missile barraging is that it stops dead cold when you run into an opponent who has cast shield, a simple 1st level spell.

Assuming MM2 is allowed :)

Chokers are Core, so it's much harder for a DM to say "No!" ;)
