Stunned + Minor Actions

BTB, when stunned, you cannot take any actions.

What would the consequences be of allowing one to (A) spend action points to take a single action or (B) allowing one to take a Minor action while stunned?

Being stunned is no fun for players, because they don't do anything at all. Also, it sucks to drop a potent Daily "Sustain Minor" spell then get stunned and lose it.

(A) seems fine, but I'm not sure about (B). Some characters have more uses for minor actions than others, so allowing stunned characters to take minor actions might be a little unfair.

Also, it would be a reasonable house rule to let any character use an action point during their turn to attempt an extra saving throw against an ongoing effect.
