Barbarian (Primal Champion) 21
Bard (Superior Inspiration) 12 --- No reduction but honorable mention as being pretty useless. Better off muliclassing into another caster class after level 17.
Cleric (Divine Intervention Auto) 20
Druid (Archdruid) 18
Fighter (Third Extra Attack) 17
Monk (Perfect Self) 17
Paladin (Sacred Oath Feature/Varies) 22
Ranger (Foe Slayer) 18
Rogue (Stroke of Luck) 22
Sorcerer (Sorcerous Restoration) 20 --- No reduction but honorable mention, also pretty useless, due to limit if 4 metamagics, its even worse than Monks. Usually want to multiclass, 2 levels in another class, warlock gives basically half this this ability in spell slots and more known spells, with access to eldritch blast, two invocations, and Hex... If its a option you would never want to pick the cap stone short of just not seeing a story path for those 2 levels..
Warlock (Eldritch Master) 16 --- The most useless since its almost completely redundant to a level 1 class feature and if can't be used in combat making it extremely rare that its usable. Trading this capstone and one Eldritch Invocation for 2 levels in any full caster class gives you 3 level 1 spell slots which is huge for a class that has 4 spells slots at level 20 also, sorcerer font of magic with 2 spell slots that recharge on short rest or cleric/wizard level 2 abilities...
Wizard (Signature Spell) 23 --- Might be the best capstone ability but Spell Mastery is even beater at level 18 combine makes going pure wizard a great choice.

Cleric (Divine Intervention Auto) 20
Druid (Archdruid) 19 --- Wth is wrong with you guys, unlimited Wild Shapes is obviously the best capstone ever.
Fighter (Third Extra Attack) 17
Monk (Perfect Self) 17
Paladin (Sacred Oath Feature/Varies) 22
Ranger (Foe Slayer) 16 --- Pathetic. Absolutely pathetic. Tiny bonus damage, once per turn, only on favoured enemy. How much more stingy can they get?
