It doesn't actively harm anyone (yet). It just...sucks. It's unpleasant.

Delving into the memories alone, on the other hand, is very risky, and could result in some serious damage to the memory holder.

The rings limit the destructive powers of the memories, but if they access them while you're in range...it's uncomfortable, to say the least.
