It's a good example for me of wasted design space, whether it is worth it mechanically or not, precisely because its the sort of thing that provokes not new characterizations and personalities, but discussions about what the optimal mechanical build are.
Actually, it's worse than wasted design space - it's anti-design space. If it is "worth it", it implies that all characters of the same sort should have a fundamental connection in their personality, reducing the scope of available characterization.
If you ever are tempted to do something like that when designing a rules enhancement of your own, slap yourself until you come to your senses.
