No, we had it on this side of the pond also. I talked about it some over in this thread.

It came in two versions during 2E, both in the US. First as a campaign boxed set, "Council of Wyrms" and later repackaged into a hardcover as part of the Campaign Option series. As you can probably guess from the title, you played as a dragon.

Huh. Well, I don't recall ever seeing it, and obviously never owned it. But I also know 2E got to the point it had so many supplements, etc. that I just said "Enough is enough!" too soon to see it.
