Undead Age Scaling?

a friend of mine was on TVTropes and read that in ravenloft undead scale with age like dragons.

can anyone tell me in which book it says this?

I wouldn't consider tvtropes to be a D&D rules reference ;)

That said, it is possible that somewhere in the 2e era something along those lines was written. In 3e, the trend was to allow undead to take class levels, and in the Book of Bad Latin (Libris Mortis), some undead-specific prestige classes were given.

I certainly remember a section speaking about vampires getting more powers and/or losing vulnerabilities as they aged.

I thought I had stuck to pretty much core books, but this link to an older review certainly seems to point to Van Richten's guide to Vampires being the place to start, and I do remember trying to pick up a couple of those:
