Willingly Be Sneak Attacked

Well, CxW spells are melee touch-attacks against unwilling targets. That makes them weaponlike.
As mentioned before, they don't deal damage and therefore are not weaponlike. They must require an attack roll and deal damage.

The case about the barbarian IMO isn't that the spell isn't weaponlike (it is), but that the barbarian cannot willingly succumb to a sneak attack and/or critical hit.

And this is the real answer to the origianl question asked. The raging barbarian can't do that.

from the SRD:
Rage (Ex): A barbarian can fly into a rage a certain number of times per day. In a rage, a barbarian temporarily gains a +4 bonus to Strength, a +4 bonus to Constitution, and a +2 morale bonus on Will saves, but he takes a –2 penalty to Armor Class. The increase in Constitution increases the barbarian’s hit points by 2 points per level, but these hit points go away at the end of the rage when his Constitution score drops back to normal. (These extra hit points are not lost first the way temporary hit points are.) While raging, a barbarian cannot use any Charisma-, Dexterity-, or Intelligence-based skills (except for Balance, Escape Artist, Intimidate, and Ride), the Concentration skill, or any abilities that require patience or concentration, nor can he cast spells or activate magic items that require a command word, a spell trigger (such as a wand), or spell completion (such as a scroll) to function. He can use any feat he has except Combat Expertise, item creation feats, and metamagic feats. A fit of rage lasts for a number of rounds equal to 3 + the character’s (newly improved) Constitution modifier. A barbarian may prematurely end his rage. At the end of the rage, the barbarian loses the rage modifiers and restrictions and becomes fatigued (–2 penalty to Strength, –2 penalty to Dexterity, can’t charge or run) for the duration of the current encounter (unless he is a 17th-level barbarian, at which point this limitation no longer applies; see below).

A barbarian can fly into a rage only once per encounter. At 1st level he can use his rage ability once per day. At 4th level and every four levels thereafter, he can use it one additional time per day (to a maximum of six times per day at 20th level). Entering a rage takes no time itself, but a barbarian can do it only during his action, not in response to someone else’s action.

Pretty much no matter how you try to address it, the barbarian must concentrate or use patience in order to allow this to happen.

Get the barbarian to grapple things while he's raging. While grappling, he loses Dex bonus to AC...

Works, but the original question was could you "willingly" let an ally sneak attack you, specific example being the "raging" frost barbarian. It wasn't how could this be done or could you sneak attack an ally but could you willingly allow an ally to sneak attack you.

The absolute easiest way to simply flank the target and since the ally is attempting an attack (that normally does damage) he would consider the barbarian's opponent an ally for this attack - especially since the "ally" has the attention of the barbarian, thus creating the opening.

I think I would allow a character to make themselves flat-footed for a round. But that would be the kicker. You are intentionally making yourself flat-footed for the round. Since combat takes place simultaneously, you would be flat-footed in regards to every opponent and allay. Of course, for a barbarian the uncanny dodge would kick in. I would probably allow a barbarian to willingly drop that for a round as well, but again it would apply for the entire round.

But that is much more in the department of house rules.

He's a barbarian. Flanking and blindfolding won't get past the Uncanny Dodge.

True enough.

But to qualify for the prestige class a character would only need 1 level of barbarian (i.e., the ability to rage as a class ability and gain survival as a class skill) and improved uncanny dodge isn't in the barbarian's package until 5th level. That is the one that prevents flanking.

Had to look up the prestige class. prereqs: +6 BAB, Intimidate 4 ranks, Survival 4 ranks, rage as a class ability, feats: Frozen berserker, Improved unarmed strike, Power Attack.

Seems to me the most efficient way to get there is 1 level of barbarian and 5 levels of fighter (for the feats necessary) - but I like having extra feats - a straight barbarian could get there with 5 levels though. 3 extra for fighter feats (taking 4 or 5 levels of fighter) and 2 of the prereqs are fighter bonus feats or 4 levels of barbarian (increase number of rages to 2/day) and 2 levels of fighter (1 less feat).

Only against undead, otherwise they are harmless and don't cause damage (the other half of being a weaponlike spell).
