My initial reaction is "that's way too high a level". But, considering how the TV series ended, it's not off by more than 5 levels (especially if he actually did take the dragon).

Pretty solid, I'd say.

Yeah, basically I decided he was 10th level in Buffy Season 1 and then gained a little more than a level a year over the next (very eventful) 8 years of his life that we see.

In test write-ups we did while playtesting Supers20, 20th level is where I tended to slot "A List" heroes such as Iron Man and Wolverine.

Though I'll point out I actually think Angel is a little less powerful than either one of those on paper. Wolverine is much more optimized for combat, without the "get into your head" abilities Angel has invested in.

While Iron Man would just take to the skies and trade energy blasts with Angel's crossbow bolts and make him look stupid (assuming Angel didn't slip away- which he would if he had any sense).
