The Moon(s) Patron:

Moonshape:
Starting at 1st level, you can use your action to magically assume the shape of a beast that you have seen before. You can use this feature twice. You regain expended uses when you finish a short or long rest.

You can transform into any beast with a challenge rating equal or less than your warlock level divided by 3, rounded down. At 1st level, for example, you can transform into any beast that has a challenge rating of 1/4 or lower.
Until level 8, you can't assume the form of a creature with a fly speed unless you already possess a fly speed.

You can stay in beast shape for up to an hour. You then revert to your normal form unless you expend another use of this feature. You can revert to your normal form earlier by using an action on your turn. You automatically revert if you drop to 0 hit points or die.

While you are transformed, the following rules apply:

  • Your game statistics are replaced by the statistics of the beast, but you retain your alignment, personality, and Intelligence, Wisdom, and Charisma scores. You also retain all of your skill and saving throw proficiencies, in addition to gaining those of the creature. If the creature has the same proficiency as you, use the higher of the two proficiency bonuses. If the creature has any legendary or lair actions, you can't use them.
  • When you transform, you assume the beast's hit points and hit Dice. When you revert to your normal form, you return to the number of hit points you had before you transformed. However, if you revert as a result of dropping to 0 hit points, any excess damage carries over to your normal form. For example, if you take 10 damage in animal form and have only 1 hit point left, you revert and take 9 damage. As long as the excess damage doesn't reduce your normal form to 0 hit points, you aren't knocked Unconscious.
  • Your ability to speak or take any action that requires hands is limited to the capabilities of your beast form. Transforming doesn't break your Concentration on a spell you've already cast, or prevent you from taking Actions that are part of a spell that you've already cast.
  • You retain the benefit of any features from your class, race, or other source and can use them if the new form is physically capable of doing so. However, you can't use any of your special senses, such as Darkvision, unless your new form also has that sense.
  • You choose whether your equipment falls to the ground in your space, merges into your new form, or is worn by it. Worn equipment functions as normal, but the DM decides whether it is practical for the new form to wear a piece of equipment, based on the creature's shape and size. Your equipment doesn't change size or shape to match the new form, and any equipment that the new form can't wear must either fall to the ground or merge with it. equipment that merges with the form has no effect until you leave the form.


Primal Strike:
Starting at 6th level, your attacks in beast form count as magical for the purposes of overcoming resistance and immunity to nonmagical attacks and damage.

Blessing of the Moon(s):
Starting at 10th level, you can expend a Pact Magic slot to regain an expended use of your Moonshape feature.

Twisted Form:
Starting at 14th level, you can use your Moonshape feature to assume the form of a monstrosity instead of a beast. Once you use this feature, you can't do so again until you finish a short or long rest.


Some things to note about Moonshape (since it's quite a wall of text):

  • While similar to Wildshape, Moonshape allows you to cast spells.
  • You can turn into flying creatures before level 8 if you already have a fly speed in your base form (and take on forms with Swim Speeds before level 4).
  • Dropping into or out of Moonshape requires a regular action.
  • Moonshape only ever lasts for an hour per use.
  • Moonshape uses the higher of your proficiencies for things you're both proficient in.
  • Dropping unconscious doesn't end Moonshape.

I think that bonus spell list is really inspired.

I would recommend looking at the fathomer from PotA and the Lolth Patron warlock (https://www.sageadvice.eu/2017/11/20/warlock-patron-lolth-the-spider-queen-by-mike-mearls/), and build moonshape around the transformation features of those warlocks (maybe base on turning into a canine). I don't mind a subclass from one class using features from a subclass of another class, but you are taking a class feature (wild shaping) and a subclass feature (circle forms), and lumping them into one subclass feature. You could make wild shaping be the 3rd level feature, circle forms be the 6th level feature, primal strike by the 10th level feature, and blessing of the moon for 14th level.

I don't mind a subclass from one class using features from a subclass of another class, but you are taking a class feature (wild shaping) and a subclass feature (circle forms), and lumping them into one subclass feature.
I did consider that at first, but the difference between Combat Wild Shape and regular Wildshape is different enough that I feel they're really different features that just happen to share a resource and work a similar way.

If no one in the party was going to play a moon druid, I wouldn't have any objections, but I could see someone being out of sorts if their moon druid was being outdone in his/her specialty by a warlock.

If I was in charge of 6e (assuming 6e will exist), I would be inclined to make warlocks the "other shape changing class", but more focused on changing into one thing and powering up the form whereas druids change into a lot of beasts. So a warlock and a druid could both turn into a wolf, but that is all the warlock could change into. At level 20, the druid's wolf is only slightly better than a MM wolf, but the warlock's wolf could be a huge, flying, three-headed frost-breathing wolf.....
