Monsters aren't required magic items but PC's are to be balanced right? Why is that exactly and how does it affect level x.p.? Is the D&D system kind of broken in that regards?

No, the game isn't broken. If monsters required magic items to be balanced, PCs would get all the magic items those monsters carried, meaning they'd end up with barrels and barrels of mostly-useless +1 swords and armor to cart back to town and sell, potentially breaking the economy.
