D&D 4E a couple of questions about 4E rules...

Okay here they are:

1) Can you use a power that lets you 'shift' while under the inmobilize condition?
EX: a players is grabbed and wants to use a power to 'shift' out of the grab.

2) Can you pick the same daily twice?
EX: figther level 5th wants to pick as his level 5th daily the same daily he has in level 3th.

Okay here they are:

Nope but Forced movement will move you out, you can also teleport out.

2) Can you pick the same daily twice?
EX: figther level 5th wants to pick as his level 5th daily the same daily he has in level 3th.

Nope but you could as your 1 retrain per level, retrain a 5th level daily into another different 3rd level daily as far as I'm aware
 

1) You can use the power, but the movement portion of the power wouldn't work.

Relevant rules:

Immobilized (page 277 phb): You can't move from your space, although you can teleport and can be FORCED to move by a pull, push, or slide.

(shift isn't mentioned, and therefor cannot be used)

2) No

Relevant rules:

Powers (phb 27): You can take each power only once (you can't choose the same power multiple times)

I don't like this only 1 of each power crap. As the DM, I'm allowing my players to stack their powers if they like. This is really silly to only allow one "fireball" spell for a wizard instead of say two of them if he wants to use them. In my opinion the new 4e rules on powers severely gimp the wizard class, they used to be able to take as many of the spells for their level, regardles of what spells they were. I do like how streamlined fights are now, but the powers are still kind of strange to me being so old school.

That seems like a pretty reasonable house rule, assuming of course that you maintain power level rules.

But I would like to point out that while under RAW a wizard can only have one Fireball spell, he's not lacking in explosive fire effects. A wizard who is interested in fire can use Scorching Burst as a mini-Fireball at will, and Burning Hands and Fire Burst make for decent encounter-based Fireball substitutes.

Best guess I can make as to why this rule is there is it's a failsafe for them in case they do make a power that's a bit ... overpowered. As it is, the character can only take it once so it's not a huge deal. If they could take it 3 or 4 times it'd be an entirely different story.

How many times in a day does a high-level Ranger need to be using Blade Cascade, for example?

If you want to houserule that failsafe away, that's fine. Just keep this in mind.

While it could be as JDillard guessed, that it's a failsafe against overpowered powers (at least you only get to be overpowered once/day), it could also be an aspect of the 4e emphasis on (and definition of) 'fun.' It's not 'fun' to use the exact same power over and over again, just as it's not 'fun' for the fighter to just roll one vanilla attack roll after another round after round (no matter how much the guy who loved playing the sorcereress or barbarian loved casting the same spell for the 7th time in one combat or rolling a handful of d20's for his raging power attacks every round).

I was definitely the sorceror who casted the same spell 7 times in a row in one encounter in 3.x. Then again, I was an unashamed power gamer.

I also don't see a problem with taking the same power more than once. If you give up a 5th level daily to get two of the same 1st level dailies then you are losing power in my view. I'm more against players finding ways to gain power over other players; if they want to gimp themselves, then they can go right ahead.
