As a PC race, certainly; for a quick-and-dirty NPC (like some random henchman of the Lord of the Blades that's harassing your PCs), the one in the MM is fine.

In addition, the stuff in the back of the MM is basically "For those of you who are so dang impatient to play monster PCs, here's the bare essentials. For the real PC stuff, see PHBII/etc".

For instance, compare the races in the MM to the PHB. The big difference (beyond racial feats), is that the MM races have no racial benefits. By benefits I refer to the elf's "Wild Step", the human's "Gain a bonus feat/bonus trained skill/bonus at will", the Dwarf's sturdy ability, etc. These, to me, are just as crucial as the racial power, because that's where you get the good stuff.
 

That sort of scares me. I see three possible outcomes now:

1) No psionics to begin with in the Eberron books. Big bummer and downside for Eberron players.

2) Light psionics with 1-2 classes in the Eberron Player's Guide. Big bummer and downside for non-Eberron players who will be missing 1-2 classes in a psionics PHB3. Either the classes are good which is nice for Eberron but bad for everyone else or they're bad which gives Eberron fans cause to be angry.

3) No Eberron psionic stuff... but at release they'll give 2 eberron flavored class previews in Dragon to supplement. For WotC this solves the problem... but the downside here is everybody who buys the sourcebooks for Eberron will complain that they're being forced to buy into DDI (which surely will cost money by then) just to use their world as intended. I'd have guessed they would do Psionics in PHB2 or chosen their second setting to not be such a psionics heavy one and save Eberron for the next year. Interesting choices.

And we do have confirmation that new power sources will be in the form of PHBs, right? There's no "light at the end of the tunnel" maybe July 2009 release of a Psionics Sourcebook as far as I can understand it... maybe a PHB3 for Christmas at the earliest but that really seems like they're burning through material too fast to see lots of sales in 2010-11.

I dismissed the new warforged resolve!

I hope you forgive me to use this thread for another question belonging to the racial power.

The Improved Warforged Resolve feat says, that you gain additional 5 temporary HPs.
The interessting case is the bloodied one.

So if the warforged is bloodied and uses his warforged resolve with that feat.
Does that mean he gets...

a)
3 + half level + 5 (feat) temporary HPs as usual
+ 3 + half level + 5 (feat) temporary HPs for bein bloodied

b)
3 + half level temporary HPs as usual
+ 3 + half level temporary HPs for being bloddied
+ 5 for having that feat


I mean, it is a difference of 5 temporary HPs.

I'm hoping and praying that the job they will do on Eberron is not in any way similar to the hack job they have done to FR. I'm actually looking forward to see 4E Eberron, and I want to keep that positive anticipation going for as long as I can.

Old school that I am, I do like Eberron. And I think it is a natural fit for the new rules mechanics in 4E. I don't think you'll be disappointed.
 

The Quori should be easier to design and use in 4e, since you don't need the rules for the psion class to have them as NPCs. There's already the Mind Flayers, Githyanki, Githzerai and Doppelganger (Assassin with Cloud Mind) who do have some psionic powers.
