could someone please make a bard for 4.0

First off, Fearghal, welcome to the boards!
Secondly, you'll be happy to find out the bard has been recreated several times over already.
3PP (Third Party Publisher) books such as Expeditious Retreat Press' Advanced Player's Guide and Goodman Games' Forgotten Heroes: Fangs, Fist, and Song have versions of the bard that are quite playable.
Our very own Saric created what is often acknowledged as the best fan-made bard class [link].
Stormonu has modified Saric's bard to his own taste within his 4E fanwork compendium [link].
And just for FYI, the Advanced Player's Guide and Stormonu's work has illusionists as well.

It's kind of a mutant hodge-podge of warlord and cleric (it's probably the least coherent class template, and seems like it would benefit from some wizard or warlock multiclassing) but it allows you to play a bard using only material found in the PHB, if that is important to you.
