Warlock Misty Step Rule Clarification

Can a warlock use as stated in the first paragraph of misty step "transform into silver mist that streams a short distance and reforms, allowing you to flee or maneuver to set up a deadly attack" to just simply move as a move action

-OR-

Is this at-will power only able to be used when taken with the second paragraph that says "you can immediately teleport 3 squares as a free action when an enemy under your warlock curse is reduced to 0 hit points or fewer."

This is only flavor text and has nothing to do wirh the rules. But maybe teleport 3 squares allows you to flee or set up an deadly attack.

This is not an at-will power (it is not a power at all, just a class feature).
But you are right this is what this power actually does - this is the rule part.
 

I'm a little unclear on the question (Irios seems ot have interpreted it differently than I did).

But I think the question is "Can I use Misty Step as a Move action, or only when a cursed enemy dies". And the answer is "Only when a cursed enemy dies". Due to the way your fey pact works, someone needs to be cursed and then die for you to be able to teleport around: it doesn't give you the ability to teleport any time you want.
