Can Warlocks Select Powers from Other Pacts?

I'm trying to build a warlock, and one thing I'm confused on is the way they select powers. Can a starlock select a feylock power if they so choose? Or are they doomed to taking only powers marked Warlock (Star)?

As far as i know, no class is limited to a specific set of abilities (inside their class), their are just a groups of abilities they use better.
 

Ah, so my starlock with only 13 Con won't be a cripple? Beautiful. Thank you for your help.
EDIT: The only exception to this is at-will powers, correct? The book seems pretty explicit that every Warlock gets eldritch blast, and the pact determines your second at-will.

Only thing limited by your pact are your two At-Wills - every warlock gets Eldritch Blast, and their other At-Will is determined by their Pact.

Humans can get an At-Will from another pact, and I think there is a feat from Dragon that can get you another At-Will, but that's about it.

And there's nothing that says you can't retrain one of your at-wills at a later level.

I would say you cannot retrain it. Page 28 of the PH says “You can’t replace a power that’s a class feature.” Under the Warlock entry: Eldtrich Pact: At-Will Spells it says. “Your pact determines one of the at will spells you know.” Therefore, your at-will is a consequence of Eldtrich Pact and since Eldtrich Pact is a class feature the at-will cannot be retrained.
 

IMO, this is the only way to build a really effective Star Pack Warlock - pick either Con or Cha as a main stat, and Int as a secondary, and choose powers accordingly. That way you can avoid too much MAD.

You have to retrain it to something that is a legal choice. Since you don't have a choice on those at-wills, there is no other legal choice. (A human could retrain his extra at will though.)

If they come out with new at-wills for each pact, you could retrain to those (assuming the source of the new at-will powers includes appropriate language such as "may be taken in place of the normal at will for this pact").
