Learning Feats Without Leveling Up?

Is it possible in the rules to learn a new feat without leveling up.

By the RAW, I'm not sure this is possible. That said, I think there are some ways. The excellent third-party sourcebook The Practical Enchanter notes that you can gain a feat with a wish spell, up to three times.

psychic reformation allows you to swap out previous feats, although, i find that it can get silly when you start swapping out feats that physically change you, and then lose them instantly reverting:

The Retraining rules in PHB 2 allow you to swap a feat for another under certain circumstances.

You can get assigned a flaw during game play and gain a feat alongside it. Rules for flaws are in the UA. (see also http://www.d20srd.org/indexes/variantBuildingCharacters.htm)

After 1st level, a character cannot take on additional flaws unless the game master specifically allows it (for examples of times when doing this might be appropriate, see Character Traits). Each flaw a player selects entitles his character to a bonus feat.

It costs gold, but yes. There are magic locations that grant a feat for a year.
PHB 2, Complete Scoundrel, etc have these locations.
