The DMG doesn't always (more to the point rarely in my limited comparisons) follow that math in my observation.

It would be itneresting to see what the average results by level are from the MM, but I'm to lazy to go work it out.

Any proof here? It's obvious that some monsters don't have the stats equal to what DMG propose. They are diffrent couse some have better FOR and weaker Will or just flaw designed etc. What DMG gives are just average stats and all monster fall into this. If you don't belive just take random monsters from MM and compare it to tables.

Indeed, there's already a thread where someone has done this, and the average attack in the MM against FRW is level+3. The average attack against AC is level + 4.5. See http://www.enworld.org/forum/d-d-4th-edition-rules/229092-lots-statistics-monster-manual.html
