The fact that anyone, much less a professional game designer, would think rules for stairs was a good idea, makes my head hurt.

How does anyone seriously need themselves finding the need for rules for stairs? Gah.

I have had rules for stairs ever since I started studying castles in 1998.

I treat stairs the same as diagnols (1square-2 squares-1 square- etc.).

For spiral stairs they give penalties. Going UP a clockwise spiral staircase gives righties a -1 to their attack roll.

Going UP a counterclockwise staircase gives lefties a -1 to their attack rolls.

Most staircases are clockwise, so the defenders have an easier time.

How else can you dalek-proof your dungeons?

As RC says, there are rules for stairs in the 3.5 DMG, on page 63. They are more extensive than I would've thought, taking up half a column.
 

I don't want to go into too many details this early out, but we did take a look at these issues.
