Rain of Steel: Modifiers?

Rain of Steel Fighter Attack Level 5
Daily: Martial, Stance,Weapon
Minor Action Personal
Effect: Any enemy that starts its turn adjacent to you takes 1[W] damage, as long as you are able to make opportunity attacks.

Are you supposed to add enhancement/weapon focus/everything but strength/etc to the damage of Rain of Steel? I was thinking it would, because it is a "weapon" power, but I'm not sure given that it is not an "attack" power.

Magic weapons and implements grant their
enhancement bonus to attack rolls and damage rolls
only when you use powers delivered through the
weapon or the implement (or directly from the weapon
or the implement, for items that have attack powers).

Neither of these imply that the used power need be an attack power. Your fighter adds weapon focus and magic weapon bonuses to damage dealt by rain of steel. Mine does too. I love that power.

EDIT: in addition, Rain of steel is an attack power (Fighter attack 5, ~PHB 79) even though it does not require an attack roll.

Ah, very true, it is an attack power, despite not requiring an attack roll to be made. On another note, is this power a bit unbalanced? I feel like I would still choose it even if the damage could only occur once per round, (thus, only on one opponent,) or if it was a melee basic attack that did not include strength.

imo, its the best power of that level for certain. I call it the "I would like to be a striker please" power.
 


It can be a nice power to drop in limited circumstances, but as a fighter I take a long, hard look at anything that makes enemies even more inclined to not engage me at melee range. Since it isn't an attack roll, it also doesn't mark, which is rather less useful. It's a good minion-clearing power, especially combined with come and get it or the like, but honestly it's not the be-all end-all. I'd rather have pinning attack, personally.
 

Rain of Steel is pretty darn nice.

Pinning smash is the better power for defending, though not necessarily for winning, but I despise the effect it can have on the game. It's like "okay, let's proactively make the game more boring". :(

It is not a melee attack so some things do not work with it - Iron Armbands of Power & Tempest Technique for example.
 

It's the "I don't want to be a defender any more, leave me alone" power. Because when the fighter uses that stance, all monsters seem to leave his vicinity in a hurry and find something better to beat on.

Which makes it truly a striker power (discouragement and damage), superb for multiclass two-weapon rangers (who focus on static bonuses with the biggest [W] they can get anyway). For these rangers, qualifying for Battle Awareness is fairly trivial, and with a couple power swaps, they can get the two rain powers.
 

It's a defender ability. Defenders that aren't a threat don't defend anything except themselves.

Pop it next to a monster or monsters engaging your allies and make them move away or die.
