Just think of it as D&D with an over the top action movie added.
I think the easiest approach would be that he's a guy from another plane of existence that got dumped into Eberron, so it's okay that he knows jack squat...and he's extremely angry that he's there...and pretty much hates everybody and everything as a result.

Ugh. Regardless of WotC weak retcon with 4E, Eberron doesn't connect elsewhere except its own plane. I wasn't pleased with the idea with Ata's character, and I'm in general pretty against it. If you want to be someone without a lot of familiarity with Khorvaire (Eberron's main continent, and where Sharn is), there are ways:
- Q'Barran jungle dragonborn/kobold
- Seren human barbarian
- Someone touched by the Day of Mourning that has memory problems (aka, your Cyran expat).

And they're golems, not robots. Big difference. :)

So... the Feywild doesn't exist?
I hate typos; I dropped the 's' from 'planes'. It should read.

Eberron has its own set of planes with some ties into the standard 4E cosmology (The Feywild is Thelanis, Mabar has elements of the Shadowfell, etc.). However, one doesn't fall from FR into Eberron, though one can fall into FR from just about anywhere (that is one of its precepts, after all).

While the planes have their own inhabitants, they generally have concerns outside of Eberron or to its detriment.
 

I was thinking about making a proposal, I was going to wait until PHB3, but I can get a general idea about it now. Somebody mentioned we are short on PCs. Why let people make a third PC? I realize that nobody has 2nd PCs yet, but they will soon enough. I have a couple reasons. PHB3 comes out in a few months. We could do 1 PC per PHB. Or(the method I prefer)let DMs buy a 3rd PC with DM points. It might increase the number of proposed adventures too.
 

Ah, but its the chicken or the egg issue with the last idea.

If DM's propose more adventures will that push people into making PC's? Or will having more PC's in general (i.e. in your first comment about 1 per PHB) push potential DM's into putting forth additional adventures?
