But why no defensive? Couldn't you just say that your monk wields his weapon as a weapon until you make an attack with an implement power? So if you're attacked while attacking (via immediate interrupt), then you don't get the defensive bonus.

Or, alternatly, since monks are not arcane and don't benefit from dual implement spellcaster, just wield the offhand defensive weapon as a weapon. No staff mastery but you can use a parrying dagger that way. You need a weapon in the other hand to offhand a weapon. The primary had will still hold a weapon, you are just using it as an implement.

The Monk Unarmed Strike already counts as weapon and implement, so you just need to hold a defensive weapon in your off-hand.
