Giving Experience Points - where's the icon?

Hi, I've received a few experience points over the last few months (and thank you to those of you who've granted them! ) but I cannot figure out how to give them. I read in the FAQ that I should be able to click an icon to make that happen, but I'm not seeing it. Is it something only select users can do? I am a community subscriber, is there some other option I should be choosing to have the ability to grant XP? Thanks for any info!

On every post, under every user's name and userpic, there should be a line of little icons. The one that looks like a little set of scales is for giving XP. Mouse over each, and it'll tell you what it is for.

On a related topic:

I turned off XP, but I used to be able to see a list of experience points people gave me. However, I can't seem to find that page anymore. Was this removed?

EDIT: Nevermind, I found it. I didn't realize "Your Control Panel" was an actual page separate from the normal one. No cookie for me.

Thanks fba827! However, one fact is wrong there. If you have turned off XP, you can still give XP as well as receive. It only turns off public viewing. To demonstrate, I just gave you XP for posting the link to that thread, which was very informative.
