Why does it rock?
Setting
Well its a post-apocalyptic fantasy where the races while familiar have been twisted ever so slightly. Elves for example have been rejected by nature. The world before the night of fire was much like a magical roman empire. Now its all about surviving in this harsh new climate. Mages used to be powerful and are now generally hated by the populous and blamed for the night of fire.

Mechanically
It uses a d2 dice pool system meaning if you pick up some heroscape attack dice you can count your successes really quickly. Its an attribute(1-6)+skill(1-12)+gear system similar to nWOD but add talents (feats) and with an improve magic system sorta like mage but with a shadowrun drain mechanic. Combat is a attack vs defense roll all other tests are beat a threshold. You can opt to take the average rather than rolling on everything except magic.


Anything not so great with it?
The Magic could use some better defining and balancing against the other schools. This also goes for Talents, some talents are poor choices compared with others. Its a great game but it could use some refining in particular places.

I haven't played it, but Barbarians of Lemuria (and it's sister games Dogs of War and Barbarians of the Aftermath) looks very neat.
 

Let's see... Legend of the Five Rings, Legend of the Burning Sands, Mouseguard, Big Eyes Small Mouth, Hollow Earth Expedition, Desolation: Post Apocaliptic Fantasy, Witchhunter, Alpha Omega, Tunnels & Trolls, and others I can't think of right now since I'm on my phone waiting in my car.
 


Popular at my table:

Ars Magica -- terrific epic magic system.

All Flesh Must Be Eaten - the uni system is very nice, simple to construct characters and run. It also emulates the genres very well. The other uni-system games (Witchcraft, Buffy) look good, but I noticed more unbalanced areas in them.

Hero System aka CHAMPIONS, (3rd edition is my favourite, 4th edition comes a close second; I haven't looked at 6th edition yet) -- ultimate versatility in design for characters -- which can make adventure / NPC design a pain

Mutants and Masterminds -- simpler than Hero, it is a very solid game that I'd probably turn to in preference to 5th edition Champions.

Traveler T20 -- good emulation of classic Traveler using the d20 mechanic. Also provides a solution to my main complaint with classis Traveler (very limited character advancement). Warning: expect clunkiness as it is faithfully emulating a clunky system.

Pendragon -- uses Chaosium's game engine to emulate the Arthurian era. Very strong flavour and the addition of prsonality traits and passions fits well with the story and as a game system.
 

Scion, a White Wolf game that is not World of Darkness. It has mechancial problems and seems popular to hate but it was also very popular seller and we had a lot of fun with it.

Buffy the Vampire Slayer if you happen to like Buffy and the games the show would inspire.
 


Well, I could list off a lot of games, but I am just going to run with one of my favorites: The original Deadlands. Good mechanics that tie into the theme of the game rather nicely. The newer version is pretty solid as well, but I have been playing since the games inception and still enjoy it.

Star Wars: Saga Edition (not strictly a D20 derivative, it is the true bridge between 3E and 4E) comes at the top of the list. SW:SE succeeded in many places where 4E failed.

Others include: Traveller, Mouse Guard, Fantasy Craft (also like Pathfinder, a D20 derivative), Savage Worlds, Warhammer FRPG, Exalted, Dragon Age, GURPS, Rolemaster, HARP, and last but certainly not least, Mutants and Masterminds, which while being D20 derived, is sufficiently its own game that it deserves mention without being dismissed out of hand as a "derivative".

The biggie out of all of this that you have excluded, by design it seems, is Pathfinder, currently the second best selling RPG in the marketplace. If you are going to exclude something, seems to me you can at least mention it while doing so :)

Earthdawn (Interesting take on D&D tropes)
Eclipse Phase (Hard Scifi and available free!)
Over the Edge (Nice easy do everything system, plus best metaplot ever)
