You could do it with moon-like gravity but who has their PCs bouncing all over the place like astronauts on the moon?

Edgar Rice Burroughs. He has John Carter on Mars, with dramatically greater leaping abilities due to his Earth-trained muscles.

Mind you, there are other holes in ERB's work, but at least there's an example.

It reminds me of Avatar which waived its hands at a lower gravity moon and thicker air but also had the aliens much larger than humans. I’m fine with ignoring the physics for a movie but I don’t think their flying creatures would work.

Well, the whole reason humans are on Pandora are for the rocks that float. They even call the stuff "unobtanium". They toss known science out the window early on.

Admittedly, this thing's not taking down Horse-sized prey, but recent analysis suggests it was a predator on small animals.
This, of course, explains why gnomes are extinct. Bigger men were simply too large for real world dragons to snack on. This also conveniently explains why dragons invented extra-spicy buffalo sauce.

As for size, there are also all kinds of natural strategies to make an animal appear larger than it actually is, from frills and crests, to literal self-inflation (like puffer fish). So what men perceive as a huge dragon could really be a sleek draketzalcoatl with a 15ft-30ft wingspan, puffed up to a 30ft-50ft span with some crazy frills resembling horns and spikes.
