Correct, but I'm going a bit further than that.

I'm saying our good friend the Warlock can not only scribe that scroll of Miracle... but he can scribe a scroll of MODIFIED miracle.

Divine Metamagic (and similar effects) simply allow you to use the effect without the higher level slot. Nothing overrides the original clause from Crafting Metamagic Versions of Spells that states:

Magic Items and Metamagic Spells

With the right item creation feat, you can store a metamagic version of a spell in a scroll, potion, or wand. Level limits for potions and wands apply to the spell’s higher spell level (after the application of the metamagic feat). A character doesn’t need the metamagic feat to activate an item storing a metamagic version of a spell

i.e. a Miracle that's been altered by the heighten metamagic feat, for example.... without needing to have Heighten.

I think you guys aren't seeing what i'm getting at here.

OK... so you can skip having the actual feat for the metamagic to make a scroll... but you're still paying through the nose per casting, and the save DC is basically nil due to the way save DC's for scrolls work.

Technically, Limited Wish can do the same thing directly, because of the way that Metamagic Feats are worded in the first place:

As a spellcaster’s knowledge of magic grows, she can learn to cast spells in ways slightly different from the ways in which the spells were originally designed or learned. Preparing and casting a spell in such a way is harder than normal but, thanks to metamagic feats, at least it is possible. Spells modified by a metamagic feat use a spell slot higher than normal. This does not change the level of the spell, so the DC for saving throws against it does not go up.

So when you cast Limited Wish to duplicate, say, an Enlarged, Extended, Empowered, Maximized, Intensified, Twinned, Repeating, Energy Admixtured (three or four times, with different elements), Widened Freezing Sphere, as it's still a 6th level Wizard Evocation. And you get to use your own save DC this way.

Specifically, page 282 of the DMG says:

Using metamagic feats, a caster can place spells in items at a higher level than normal.

The SRD also has this info at Creating Magic Items :: d20srd.org in the third paragraph.

Which specific aspect? Also, if you're going to argue the tiniest of details, it would behoove you to pay slightly more attention to them.

He doesn't have to be. The text is "can create the item as if he had cast the required spell" or "He can substitute a Use Magic Device check (DC 15 + spell level for arcane spells or 25 + spell level for divine spells) in place of a required spell he doesn’t know or can’t cast." (copied from your own quote).

If he's faking a metamagic version of a spell that's been discounted in some manner, it doesn't matter - nothing in the discounting methods override the scribing costs, as those are based on the spell + metamagic (such as seen Here), rather than "spell slot cast out of" (or however you want to phrase it). So when you've got a spell scroll that you're metamagicing up, sure, it's UMD DC 24 to scribe that scroll of Enlarged Widened Quickened Intensified Maximized Stilled Silenced Empowered Energy Admixtured (three times) Meteor Swarm, as far as scroll pricing is concerned, it's a ... what, 36th level spell ... and so uses the Epic scroll pricing, at 1692 xp and 21,150 gp to create, for a one-time effect. He'll still need the appropriate item creation feat (Scribe Epic Scroll), however.
