As I don't play saga, I don't know what's in that book, and don't know what star 2ars gamer is, I don't know what issues you're referring to... lol

So with over 100 views, no one knows of any official or have their own home brew rules for designing custom droids from the ground up?

The Star Wars Saga Edition rulebook has a whole chapter (Chapter XI) on making droids. If you want more detail, try the references given above.
