Talking while Wild Shaped?

Yes, I know Natural Spell Feat allows your animal grunts and noises to cast spells, but is there a feat, spell, magical item, etc, that would allow a PC to speak Common or another language while within an animal form?

Am I correct in remembering that while Polymorphed into a non-speaking form, one cannot speak either?

You can't speak (unless, I guess, you were in the form of a parrot) but sign language may still be usable if you are in a form with hands.

Parrots are specified as NOT being able to speak despite their abilities, as for sign language I assume you would have to learn it in normal form and then you could.

I think the most common method is to have an ally with Speak With Animals active.
Pathfinder has the Wild Speech feat, your DM might allow it.

minor problem, either your ally would have to be level 1440 or they would need to prepare/cast Speak with Animals multiple times (and still be massively over-levelled)

Or a 4,000GP ring.
As a DM, I would drop the cost dramatically from the suggested four grand, though.

Not very mythic. I see no reason for a druid to not be able to speak, myths and legends are full of talking animals that could have been wild shaped druids in disguise. Why not let them speak?
