Talking while Wild Shaped?

The only Ultimate Magic I've turned up was Pathfinder. Asthyril, I recommend paying closer attention to things because Wild Speech was indeed mentioned in the thread:

I think the most common method is to have an ally with Speak With Animals active.
Pathfinder has the Wild Speech feat, your DM might allow it.

oh, sorry, 2 bads on me, i didnt notice that one, plus i found this thread while doing a search and didnt realize you werent including pathfinder material
 



Tongues is in iffy territory because the DM has to adjudicate whether it magically allows the target creature to talk despite not being able to talk normally.
 

Is there any reason the spell Tongues wouldn't be adequate? Seems like it would work fine based on the description in the SRD.

I definitely see both sides of this, however I was looking for a cheap, permanent, and lowest level possible solution. So far the 600gp Pearl of Speech is the option that fulfills this most efficiently.
 

Yes, I know Natural Spell Feat allows your animal grunts and noises to cast spells, but is there a feat, spell, magical item, etc, that would allow a PC to speak Common or another language while within an animal form?

Am I correct in remembering that while Polymorphed into a non-speaking form, one cannot speak either?

Is there a RAW method for turning a class ability into a magical item? I'm not aware of one.

That said, it's a great precident for a DM to build a custom item off of, but in the case of this character, that wasn't an option. Good reference though, could be a 1 level dip to consider.

it's about as RAW as you can get, see trident in the dmg. that one has been around for a while.

you'll have to eyeball the price, unfortunately.
