Jumping Limits

Soo if i get my ninja halfling at level 2 with Athletics mastery and i long jump +15 role d20 get 20 use ki +20 = 55 i jump past the 4 base move is that correct? is that possible?

The jumping rules in 3e (and PF, and 4e for that matter) are rather absurd - even at 1st level, a character with fairly minimal investment in skills and feats can routinely break the world record long jump, and that while carrying tens of pounds of equipment.

Still, applying the RAW... yes, if you can get your modifier high enough, there's no fixed limit to how far you can jump. And, indeed, at sufficiently high level I don't see a problem with that - by 5th level the Wizard can fly, the Dwarf Barbarian and routinely walk away from 40 ft falls, and the Paladin summons a warhorse from the ether. Are we really going to quibble about the Rogue's ability to jump being unreasonable?

Note that if you jump farther than your base move, your jump starts in one round but ends in a later round.

PH 77 "If you run out of movement mid-jump, your next action (either on this turn or, if necessary, on your next turn) must be a move action to complete the jump."
 


Depending on circumstances it was fairly easy to ignore the height restriction in 3.0 anyway. Thri-Kreen are one example. The Halberd of Vaulting from the A&EG is another. A Thri-Kreen with a Halberd of Vaulting is a rather amusing sight thanks to +60 jump, or +64 if it gets a running start since its 40 foot land speed adds 4.

What definition are you using for munchkin though?
