Help in Creating my Version of the Wendigo

What if I make the Wendigo have a strength of 30 unless its strength is higher?

Applying flat ability scores like that is not normal practice for 3E, the rules definitely prefer a bonus or penalty.

You should get a reasonable Strength score once the size modifiers are included.

I'd suggest something like:

Ability Scores: A windigo has the following racial ability bonuses in addition to any changes that accrue from any size increase caused by this template: Str +4, Dex +6, Con +2, Wis +4.

A Medium-sized creature going to Huge normally gets +16 Str, -4 Dex, +8 Con. Add those racial bonuses to that and you get a net change of +20 Str, +2 Dex, +10 Con, +4 Wis.

Contrasting for other sizes:
Original
Size
Final
Size
Net Ability
Modifiers
FineHugeStr +30, Dex -6, Con +12, Wis +4
DiminutiveHugeStr +30, Dex -4, Con +12, Wis +4
TinyHugeStr +28, Dex -2, Con +12, Wis +4
SmallHugeStr +24, Dex +0, Con +12, Wis +4
MediumHugeStr +20, Dex +2, Con +10, Wis +4
LargeHugeStr +12, Dex +4, Con +6, Wis +4
HugeHugeStr +4, Dex +6, Con +2, Wis +4
GargantuanGargantuan
Str +4, Dex +6, Con +2, Wis +4
ColossalColossalStr +4, Dex +6, Con +2, Wis +4

Hmm, I'm not liking that negative Dex modifier for the smaller sizes. I suggest modifying the Ability Score entry to:

Ability Scores: A windigo has the following racial ability bonuses in addition to any changes that accrue from any size increase caused by this template: Str +4, Dex +6, Con +2, Wis +4. If the combined size modifier and racial bonus would combine to a Dex modifier lower than +2 it has a Dex modifier of +2.

That'd make it:
Original

Final

Net Ability
Modifiers
FineHugeStr +30, Dex +2, Con +12, Wis +4
DiminutiveHugeStr +30, Dex +2, Con +12, Wis +4
TinyHugeStr +28, Dex +2, Con +12, Wis +4
SmallHugeStr +24, Dex +2, Con +12, Wis +4
MediumHugeStr +20, Dex +2, Con +10, Wis +4
LargeHugeStr +12, Dex +4, Con +6, Wis +4
HugeHugeStr +4, Dex +6, Con +2, Wis +4
GargantuanGargantuan
Str +4, Dex +6, Con +2, Wis +4
ColossalColossalStr +4, Dex +6, Con +2, Wis +4

How would I do the level advancement of the Wendigo?

What do you think of what is listed below? Where would I find the save throws bonus and base attack bonus for a 9th level monster?
Hit Dice and Hit Points: A wendigo adds the Hit Dice and hit points of an 9th level Monstrous Humanoid to the HD and hp of the base creature.

Base Attack/Grapple: Add the base attack bonus of an 9th level Monstrous Humanoid (+X) to the base attack bonus of the base creature. Recalculate the grapple modifier based on the wendigo's new base attack bonus, size and strength.

Base Save Bonuses: A wendigo adds the base save bonuses of an 9th level Monstrous Humanoid (Fort +Y, Reflex +Z, Will +Z) to the base save bonuses of the base creature.

Skills: A wendigo gains skill points equal to (2 + Int modifier) times 9 from the levels of Monstrous Humanoid it gains. Its Monstrous Humanoid levels have class skills: Balance, Knowledge (nature), Listen, Move Silently, Spot, and Survival. Windigowak gain a +8 racial bonus on Listen, Move Silently, Spot checks.

Well templates usually use the "as base creature" Advancement, which would mean they probably advance by character class since they're ex-humanoids.

What do you think of what is listed below? Where would I find the save throws bonus and base attack bonus for a 9th level monster?

Monstrous Humanoid Type.

Combining those stats into the template section of your last post would produce something like:

Hit Dice and Hit Points: A wendigo gains nine levels of Monstrous Humanoid, which adds 9d8 Hit Dice to the Hit Dice of the base creature. Recalculate the wendigo's hit points according to its increased HD and Constitution.

Base Attack/Grapple: Add the base attack bonus of an 9th level Monstrous Humanoid (+9) to the base attack bonus of the base creature. Recalculate the grapple modifier based on the wendigo's new base attack bonus, size and strength.

Base Save Bonuses: A wendigo adds the base save bonuses of an 9th level Monstrous Humanoid (Fort +3, Reflex +6, Will +6) to the base save bonuses of the base creature.

[You'll need additional feats for the Monstrous Humanoid Levels]

Feats: A wendigo gains three additional feats from its 9 levels of Monstrous Humanoid. These feats are usually X, Y, and Z. If the base creature already possesses some of these feats, or the feat would be of little benefit to the wendigo, substitute a different feat. The following is a list of suggestions: ...

In addition, wendigos gain gain Improved Scent, Multiattack, and Track as bonus feats. [??? You may want to make these bonus feats into regular feats from the Monstrous Humanoid Levels]

[??? Not sure it needs Balance. Also, shouldn't it have Hide, possibly with a racial bonus in snow & ice.]
