I don't understand it but Tenkar's Tavern made it available. I think it's because of the kickstarter, not sure.

FGG decided to make Swords & Wizardry Complete totally free in pdf, once their current kickstarter reached a certain number of backers.

They haven't updated the official site yet (may have by now,) so Matt Finch told everyone to feel free to send copies to whomever.

I tied to grab it from Frog God Games last week. It was there, labeled as free...I received confirmation emails and such, but when I tried to use them, I was told the page wasn't available...well, actually, I was taken to a page at FGG saying I was not allowed access to the file. An email to their "Contact Us" (with my 'order # and confirmation password) has received no reply. Is downloading possible now or should I just go grab it from Tenkar's Tavern?

Matt Finch himself gave permission to share the file.

It's the same file Frog God will be distributing, so you can grab in from any that are offering it.
