What's your favorite free RPG?

For a little bit of shameless self promotion, I'll mention the Abstract Dungeon Beta Test. It is designed to be very quick and easy. The mechanics a bit different from the typical RPG, so if you want to give them something that represents the hobby, you could try something else.

I'm actually going to go a little bit off of the original subject.

For first time players I think you shouldn't worry about the rules being free. It's a good thing that you don't want them to feel the need to buy the book. I'll go even further and suggest that first time player's shouldn't even need to read the book.

For characters you should either use pregens or simple random creation.

Tell them the basic rules, and if needed give them a quick reference sheet.

The "World" games work well for this. Dungeon World might be a good choice for a first time group. All the info that the PCs need is printed out on a couple pieces of paper so they never need to look at a book.

For lack of ownership of any other free RPGs, I must say Tri-Stat dX. Although it is more accurate to say it is the only free RPG I own.
 

What about Risus: the Anything RPG? :D

Yeah, it's still in beta, but it is a complete game, and you can download it free right here from EN World at the link above, and get an introductory adventure for it to boot. One pdf and you're ready to go.

It's a modernized OSR game ... think BECMI D&D meets d20. Simpler and more flexible than 3.X but more expandable than Basic D&D.

I'm looking for a game to start a group completely new to roleplaying on. Although I could use a commercial game and let them borrow my books, I would rather find something they can all download without needing to buy anything (we're students so money isn't exactly plentiful). I already know of FATE/Fudge but I've never run them; is either a good introduction? Is there anything else you would suggest?

What sort of game do you want? Fate Core (the latest iteration of Fate) is an excellent narrative focussed game with light rules that takes everyone in to the story. It's the largest non-D&D RPG for a very good reason.

Dungeon World (as has already been mentioned) is also very good, especially for D&D type fantasy.

Swords and Wizardry would be good for dungeon crawling, but is pretty focussed. All depends what you want.
